It means, "Just Call Apeldoorn," which is where Dutch insurance company Centraal Beheer Achmea is based. Even Apeldoorn Bellen. It's what you do when something bad happens to you. Really bad. Bizarrely bad. Check it out:
In this 2006 spot, without the aid of CGI, a talking animal or any of that junk, we were able to get to know a character, a setting and be taken through a plot arc—and all in under a minute.
